I doubt it. We know Tim ends up with Shadow regardless. But I do see him getting upset with her about this.

She’s not bad. She is just drawn that way.
The only evidence we have about her personality is very indirect. She is a cheerleader, therefore we assume that she has personality problems, and that the only reason she would have to talk to someone like Tim would be that she is up to no good.
We don’t know that. Tim seems to be attractive, and his relationship with Shadow might have changed his behavior enough to attract her attention.

As for Marcy’s hair, dye jobs are a thing, particularly among the teens. The pink and blue streaks don’t have to be natural.
That said, I don’t see this going well, though we are assured of a happy ending of the Marcy-Tim-Shadow triangle. (And to be honest, it didn’t seem like Tim was all that interested in Marcy anyway, though jealous Shadow was too jealous to notice Tim’s lack of reaction.)
Pink and blue streaks are definitely not natural colours. She dyes her hair. XD

Not really… Ruth’s nose is sharper, and she has big blonde eyelashes, and of course her beauty mark. haha.
