Beat me to it @etopsirhc. If competently led – which I do NOT think he is capable of doing – a Noxian OPFOR could cause a lot of pain with their unique ability to retreat out of reach before they finally got hit back.
Terminus’ leadership would get some early successes IF he hit remote, isolated areas. But if he picked somewhere with a competent civilian response force, much less a military target…it could all easily end in a single battle.
Actually, I wonder if the leadership might do this on purpose. Let ‘Mister Brilliant’ lead a pack of hotheads into a slaughter and then hold them up as an example of “this is why we have the rules we do”. Two birds with one stone.

If noxians make visible to people, humans will fast adapt, understand how that magic works and make it their own version to counterattack and make the invasion work the opposite way.

Terminus’s plan assumes that humans will always be afraid of them. There are two problems with that proposition:
1. The more things are a known quantity, the less the fear is.
2. Quite a few people, especially adults, attack what they fear.
I’m here in Texas. We sleep with shotguns under the pillow and a rifle in the closet. There’s a pistol the cat lays on and the dog has a machete.
Translation: We have weapons and we will use them!
