From the comment I get none of this is directly connected to Terminus, but I think the doctor might be a Noxian Her hair looks like it could be hiding pointed ears under some magic.

Why “obviously”?
We see two great resources involved here: magic talents literally in the crib and keys to backdoors all over the world. Either of these alone can be a compelling motivation for much more of powerful and indelicate people than mere itching for a somewhat challenging fight could. And an incentive to crush those excessively violent types if they get underfoot, for that matter.
So were dealing with corrupt government agents with disillusion of grandeur then, ohhh joy thats great meaning that Wilhelm is going to be sliced and diced cause of something in her blood or something like that. Can we just skip to the part where its explained or something before I draw further wrong conclusions?
Not only. All sorts of power groups and interested individuals who know about this. Whether corrupt or not, legitimate, illegitimate, officially non-existent or fully under Masquerade (like teams centered on magic users or mad scientists). These boons and threats are just too great to pass.
I’m inclined to “not government” versions this time, mostly because it’s so haphazard:
– one big guy in a suit seems too modest for government types, and
– it seems that the doctor didn’t rehearse her part before other people who could tell her how it sounds.
I could have sworn they were Terminus and Nightmare in disguise…

Weve seen the disguise spell in action twice now and it hasnt made anywhere near the kinds of changes to body mass and type to turn the termite into the rock.
