It’s always hard to infer rules from what we are shown in a web comic, but it sounds like doing magic requires a magic object as a source of power in order to do magic.
This aegis, and the book are magic. It could be that Shadow’s aegis is not magic, hence she needed the book. Or she does not know the aegis is magic.
If we have any kind of magic, magic is also technology, aegris is an artifact that with my knowledge I can not understand that a very small thing the size of the hand and that is portable, is capable of sending someone from one point to another, I would assume that the answer is in the portal network, he asked me if it had a source of energy which perhaps soon will be over

Gonna hazard a guess that Tim’s dad got involved in some high-stakes adventures back in the day and is probably more important than his humble life would suggest. Placing bets: Did he and Ruth adopt this life to get away from such shenanigans, or is this some kind of agreement with higher authorities? “Stay out of our business and we will overlook your past,” sort of thing.
I think that Tim’s dad is oddly attractive to Noxians, don’t know why. Tim seems to have inherited this. Whether this is due to Tim’s dad being half Noxian I have no idea.
Clarification – we know that Tim is half human. Dad’s heritage is unknown at this time.
We know Tim is half noxian depending on his dad’s heritage he could not be half human.
