The Termite knows of the existence of Tim and that he’s a hybrid thanks to Nightmare (Strip #194) overhearing Shadow and Midnight talking about him in Strip #186. Nightie will also know of Tim’s connection to Ruth/Blackheart as she most likely was listening in as Shadow brought Midnight up to speed on his heritage, but whether Nightie also passed that info on to the Termite is up for debate.
As to the book (the Encyclopedia Magicka), Shadow returned it to Ruth as she didn’t feel comfortable holding on to it at that time, so the Termite’s chances of getting hold of it (assuming he even wants it) are likely to be pretty small.

IANAL, but his crime would very much depend on if laws in Noctis are based on English Common Law or not. My best guess is that it might be based on some variant of English Common Law as there’s so much crossover between the human and Noctis realms that it would be insanity to imagine that these two groups haven’t mingled enough for there to be a plethora of commonalities between them. That being said, it’s still up in the air as to whether or not these beings differentiate between 1st and 2nd degree murder in their legal system.
