She already suspects the story about Mortis killing Pax is BS and then this guy immediately comes at her with this too-good-to-be-true offering and she seemingly just accepts that at face value? This should be ringing every alarm bell and raising every red flag in her head but she’s just going along with it?
Who says they aren’t going off? Maybe she’s letting him do what he wants to figure out what exactly he is up to?

So forcibly bonding Shadow to Terminus would be a public repudiation of her expressed policy.

If she does, I suspect that’ll make the Termite’s final decision decidedly easier (and royally tick off Nightie as well… well, more than she is at the moment with all the other girls jumping at the chance to be ‘royalty’.).

I strongly suspect she didn’t expect other volunteers. Up until now, she’s been the only one showing interest in Terminus. But up until now, he wasn’t trying a power play and appear to be succeeding. A lot of people don’t recognize how much of an aphrodisiac that is to some people until they see it first-hand like this regarding someone they’re interested in.
I’m guessing it falls to the only ones who don’t jump in: Shadow and Midnight. Middy’s already spoken for, and Shadow can’t say the same without exposing her secret… well-played, you clever bastard.

Shadow can always say she’s just not interested in Terminus.
Admittedly, he didn’t specify that he was the male on offer for this bonding ritual, unless their culture implies it strongly enough that another male wouldn’t be an acceptable option.
