Well, he may have a good deal of raw capability. But he is not enough of a magical creature to feed on fear, nor did he use fancy arcanotech (and whatever tricks the Noxians do to spook humans) every night for years.
After Lady Blackheart (Ruth as we now know) gave Shadow the Encyclopaedia (Page 94), Shadow was able to use the contents (spells, charms or cantrips) without further instruction.
That infers that the book is written at a basic instruction level to be used by anybody with the inherent magickal ability, which MAY be genetic or may be somatic.
Tim will need access to the Encyclopaedia to find out! Shadow gave it back to Ruth (Page 184) so his first chance will be when Ruth reveals her Nox ancestry to him.
